Islamabad set for new international standard stadium as CDA invites electronic bids
By Nawaz Gohar ; The Capital Development Authority (CDA) has officially launched the procurement phase for the construction of a modern cricket stadium in Islamabad, marking a significant milestone in the city's sports infrastructure development. The CDA’s Procurement and Contract Wing has issued an invitation for e-bids for the project, which is strategically located near Sector D-12. This initiative is expected to enhance the federal capital's capacity to host both national and international cricketing events. Bidding and Eligibility Criteria ; According to the tender notice, the CDA is seeking electronic bids from reputable firms registered with the Pakistan Engineering Council (PEC) in the Category C-A (No Limit). The project will be executed following the Engineering, Procurement, and Construction (EPC) model. In compliance with the Public Procurement Regulatory Authority (PPRA) rules, the authority has adopted a "Two-Stage, Two-Envelope" bidding procedure. This method ensures a thorough evaluation of both technical expertise and financial viability before the contract is awarded. Submission Deadlines and Requirements ; Interested and eligible firms are required to submit their bids online via the EPADS (Electronic Procurement and Distribution System). Key details include: Submission Deadline: February 16, 2026, by 11:30 AM. Bid Opening: Bids will be opened on the same day at 12:00 PM at the CDA Secretariat (Sector G-7/4) in the presence of the procurement committee and authorized representatives. Bid Security: A mandatory security deposit of PKR 120 million is required. This must be submitted in the form of a Pay Order or Call Deposit Receipt (CDR) in favor of the DDO Procurement and Contract, CDA. Digital Transformation: The CDA has explicitly stated that manual or physical bids will not be accepted, emphasizing a commitment to a transparent and digitalized procurement process. Project Impact ; Detailed electronic documents containing technical specifications, terms, and conditions are now available on the official e-procurement portals of EPADS and PPRA. The construction of this stadium near Sector D-12 is being hailed as a major leap forward for sports in the capital. By providing a high-standard venue, the CDA aims to foster local talent and position Islamabad as a primary hub for international cricket, further contributing to the sports economy of Pakistan.
