Unconstitutional Actions by President of Pakistan Cycling Federation Spark Secretary General’s Vigorous Response

In a recent turn of events within the Pakistan Cycling Federation (PCF), President Syed Azhar Ali Shah’s suspension and show-cause notice to Secretary General Moazzam Khan Klair has raised serious concerns over the adherence to the PCF Constitution and ethical conduct. Klair, in his response, has highlighted multiple constitutional irregularities and violations committed by the president, casting a shadow over the organization’s integrity.
President Syed Azhar Ali Shah issued a Suspension/Show Cause Notice to Secretary General Moazzam Khan Klair on September 5th, 2023, following Klair’s previous concerns raised on September 4th, 2023. Klair contends that the president’s decision to suspend him is baseless and falls outside the president’s purview according to the PCF Constitution.
The secretary general, in his response, has pointed out several pressing issues that have not been addressed by President Shah, including the violation of the secretary general’s rights, the use of scanned signatures without permission, and the lack of access to PCF’s financial records. Additionally, Klair questions the purpose of a letter sent to the Pakistan Olympic Association, a matter they had previously discussed and agreed upon. The failure to involve properly constituted provincial associations and the exclusion of organizations like WAPDA, ARMY, RAILWAY, and HEC from the General Council have also raised concerns about the growth and professionalism of cycling in Pakistan.
Klair has further accused the president of adding family and friends as voting members to secure a majority in the General Council, raising questions about the transparency of the election process. He also points to irregularities in the election process itself, arguing that notices should have been issued under the signature of the Secretary General, as per the PCF Constitution.
President Shah’s appointment of his son as President of the Khyber Pakhtunkhwa Cycling Association is viewed by Klair as a conflict of interest that compromises the impartiality and fairness of General Council decisions, including elections. Klair has also raised concerns about family members accompanying President Shah on international assignments and alleged opaque financial records, both of which have ethical implications.
Lastly, President Shah’s accusations of Klair collaborating with “illegal cycling bodies” without substantiation have been met with a request for clarification and a denial from the Secretary General.
The PCF Constitution and the ethical conduct of its leadership are now under intense scrutiny, as this internal dispute threatens to disrupt the federation’s operations.
