KP sports directorate support Illegal association ,without REGISTRATION distribute Grant & Aid
The Provincial Sports Directorate of Khyber Pakhtunkhwa, responsible for promoting sports in the province, has been accused of incompetence in registering provincial sports associations. Despite the eighteenth amendment, no registration of the provincial sports associations could be implemented. Instead, the Provincial Sports Directorate has transferred all its responsibilities to a private organization, absolving itself of any responsibility.
However, it seems that the Provincial Sports Directorate did not bother to read the policy of the Khyber Pakhtunkhwa government issued in 2018, outlining the conditions required for registration and affiliation of sports associations.
Most sports organizations are classified as Non-Profit Organizations (NPOs), and can only be registered when they have five clubs in their respective sports. These club associations also have the right to vote, and at the district level, the same working association will not be authorized to work without the registration of the Social Department. The minimum number of members of these associations will be seven and the maximum number will be twenty, with registration valid for five years.
All the information, including offices, phone numbers, and a focal person, must be registered with the relevant department before they can receive grant and aid from the provincial government. These are the basic conditions for any association, and they are the laws of Pakistan.
The Provincial Sports Directorate seems to have no knowledge of who should be registered or how to register them. A private organization has taken over the responsibility of KP Olympics, despite the Provincial Sports Directorate being responsible for grant and aid. There is no evidence that they have given funds to any association that is registered with the government.
According to a report by the Provincial Sports Directorate, currently around thirty-eight associations are with them for the annual grant and aid 2022-23, registered with KP Olympic, but the Provincial Sports Directorate has no information about which laws a private association is registered with.
There are conflicting associations in various sports, and the Provincial Sports Directorate seems to be reluctant to give information about who the funds are given to. For instance, due to FIFA, there is no active football association in Pakistan, and now, the situation is moving towards normalization, but the provincial sports directorate is not aware of who is the cabinet of KP Football Association, but the provincial sports directorate has included them in its list of funds.
Similarly, the Provincial Sports Directorate has included the Sports Writers Association in the annual grant and aid 2022-23 list, writing that it is registered with the Olympic Association, although sports writers cannot be affiliated with the Olympic Association. Currently, a private association should register an organization of journalists, and if the Olympic Association registers journalists, under which law will it be done? The Provincial Sports Directorate seems to have no information about this.
The incompetence of the Provincial Sports Directorate is hindering the promotion of sports in the province. The Provincial Sports Directorate needs to improve its knowledge and take appropriate measures to ensure that all sports associations in the province are registered according to the laws of Pakistan. The responsibility of promoting sports in the province lies with the Provincial Sports Directorate, and they must ensure that grant and aid are distributed according to the laws of Pakistan.
